Commission Will Hold Proceeding on $627 Million Coal-Fired Plant Upgrades

Wisconsin Power and Light Company, Wisconsin Public Service Corporation, and Madison Gas and Electric Company are requesting authority to construct, own and operate new sulfur dioxide (SO2) scrubbers, baghouses and associated equipment; and for the modification and expansion of the existing activated carbon injection system for mercury (Hg) control on existing Units 1 and 2 at Columbia Energy Center. The applicants are proposing to construct the facilities to meet current and future SO2 and Hg air emissions requirements. The anticipated cost of the retrofits is $627 million. The Commissioners noted this is an important case that raises issues of costs and benefits of coal retrofits in a carbon constrained future.
