Fixed bill programs offer customers the option to lock into a bill amount that does not change during a 12-month period, thereby eliminating bill fluctuations for customers that find bill certainty very important. The Commission has approved several natural fixed bill programs as pilot programs in order to gain experience to determine how the programs could best be structured, to judge their value to customers and to determine whether they are viable service offerings.
According to the PSCW Chairman, the programs explicitly do not guarantee that a customer will pay less under this tariff than under a standard pay-as-you-go tariff. In fact, most customers have paid more than they otherwise would have under the standard tariff.
